Nelson is graduated with a degree in International Relations at the Faculty of Law of the University of the Republic of Uruguay. He attended the Master in International Relations and Regional Integration at the University of Padua -Italy- subtracting finish it. He joined the chairs of International Trade Organi- zation and Negotiation of the University of the Republic (Uruguay). In March 1979, he obtained the position of Coordinator of Foreign Business Manager in the Bank of the Republic of Uruguay. In 2005, he was summoned to work at the Ministry of Foreign Affairs as Director General for Integration Affairs and Mercosur. Then he performed as Director General for Internation- al Economic Affairs, Director General Secretariat and Vice Chancellor of the Republic. He also has integrated for several years the Economic and Social Consultative Forum of Mercosur representing the labor sector . Since April 2016, he is member of the International Coalition of Cities against Racism Global Steering Comittee (ICCAR).
