In 1992 he graduated from the historical faculty of the Orel state University, in 1996 defended the dissertation on competition of a scientific degree of Candidate of historical Sciences (PhD), specialty “native history” in the Kursk state pedagogical University, in 2004 graduated with honors from the International law Institute at Ministry of justice of the Russian Federation. Author of over 150 scientific papers and publications (including 6 monographs, 3 textbooks for high school) on the his- tory of Russia, Eastern Europe and South Caucasus, the theory and methodology of higher professional education, constitutional and criminal law of Russia, civil and criminal process, enforcement, advocacy, and international humanitarian law. Specialist in the field of history and historical geography of Russia, Eastern Europe and South Caucasus in the middle Ages and modern times, theory and methods of higher professional education, the theory of procedural law, in the field of law enforcement and criminal justice, legal regulation of interethnic and interfaith relations, protection of rights, freedoms and legitimate interests of citizens. Has several academic and public awards for his personal contribution to the develop- ment of science, education, culture and scientific-technical activities.
